Overview of The Strategic Planning Process
UST is engaged in a Strategic Planning process begun in 2002-2003. The Strategic Planning process has been customized to fit the individual character and needs of UST, and includes five phases as follows:

Phase 1: Process Design
We conduct 100 to 200 interviews with faculty, staff, students, alumni, directors and others through which we gain an understanding of the institution's culture and the strategic issues it faces and have the opportunity to train the community in the process of strategic planning. In short, we assess the institution’s readiness for planning and develop a recommended process for planning that accounts for institutional strengths and weaknesses. During this phase, we advise the campus on the preparation of a strategic planning fact book containing environmental scanning information and comparisons of institutional data with competitor and aspiration group institutions. We will work with the campus to complete the strategic planning fact book by the end of Phase One. We also facilitate a stakeholder conference (including faculty, staff, students, alumni, directors, representatives of the local community, businesses, other university partners, feeder schools and employers of graduates) to organize the strategic questions the planning process will answer and to endorse the particular process the college will follow.

Phase 2: Preparation of Responses to Strategic Issues
In this phase, the campus community becomes involved through a broadly participatory process that explores responses to the strategic questions raised in the Process Design Phase. Phase 2 usually includes extensive work on the part of a strategic planning Steering Committee and Task Forces, which we facilitate. The Steering Committee and Task Forces hold numerous open campus meetings and report to the President on the strategic planning process. |
Phase 3: Strategic Agenda Preparation
We assist in preparing a document describing the institutional strategic vision, a vision that receives the endorsement of the President and campus community and other stakeholders. The agenda becomes the central reference document for the initiatives the institution will pursue over a five-year period. |
Phase 4: Operational Planning
We help the institution design a process that "operationalizes" its strategic agenda, and we assist in the preparation of that operational plan. This document is usually prepared by one or more work groups and includes the specific programs, budgets, timelines and responsible parties necessary to implement each strategic initiative and a measurement system for determining if the strategic plan has been successfully implemented. |
Phase 5: Implementation
We also assist institutions with implementing a variety of aspects of their strategic plans. This support includes the full range of our consulting services from organizational design to business process redesign to technology planning, design, selection, and implementation. |
